The Allen County Fort Wayne Capital Improvement Board of Managers (CIB) was originally created in 1971 as the Fort Wayne–Allen County Convention and Tourism Authority, with the enactment of P.L. 277, with the purpose of funding (innkeeper’s tax), building, and operating a convention center in downtown Fort Wayne. The Grand Wayne Convention Center opened in January 1985.
In 2009, the Authority became the CIB, as authorized by The State of Indiana (IC-36-10-8 & IC-6-9-33), to oversee the disbursement of Allen County Supplemental Food & Beverage Tax and the continued operation of Grand Wayne Convention Center. To that end, the CIB has evolved and emerged as an engine for greater Fort Wayne and Allen County, Indiana, funding multi-year projects contributing to the community’s greater good and growth.
